Delegates attending the World eDemocracy Forum on 16-17 October 2008 in Issy-les-Moulineaux, France, are invited to take part in a supplementary workshop on secure electronic document exchange for administrations, hosted by the European Union-funded FASTeTEN project. The workshop will take place on 15 October, on the eve of the World eDemocracy Forum, in the Palais des Congrès d’Issy — the same location as for the Forum.

The FASTeTEN workshop is co-branded with the European Commission’s ePractice.eu portal. FASTeTEN is a project to pilot the FAST bundle of services for secure document exchange in different European contexts. FAST (standing for Fournisseur d’Accès Sécurisés Transactionnels, or Fully Automated Secured Transactions) is a French-developed system that was featured in the 2005 European eGovernment Awards catalogue of good practices. FAST has been successfully tested in France, but has the potential to offer considerable benefits to other European public administrations.

Specifically, FAST is a bundle of services facilitating secure document exchange, covering identity management, administration of digital certificates, rights management and authentication, time stamping, document validation, encryption and archiving. As part of FASTeTEN, pilot deployments of FAST are taking place in Sheffield, UK (educational services) and Valencia, Spain (eProcurement).

The FASTeTEN project thus offers lessons from which many public administrations can benefit, through streamlining their processes and cutting costs. For this reason, FASTeTEN is being tracked by a group of potential deployers. These are monitoring the pilot deployments with a view to assessing how FAST can be used in their own administrations. As the project progresses, the potential deployers will examine legal and organisational barriers to the implementation of FAST, thus preparing the ground for a quick take-up of the system in other contexts once the pilot deployments have been successfully completed. The potential deployers come from Belgium, Bulgaria, Hungary, Italy, and Malta.

The FASTeTEN workshop on 15 October will give delegates the chance to meet some of the people involved in the FASTeTEN project, and to discuss approaches to secure infrastructure, improved and legally-watertight document exchange, and adaptation of good practice to different European contexts.

In addition, the FASTeTEN workshop will be followed by a networking cocktail. This will be the ideal informal forum for meeting new contacts and discussing new ideas.

Participation in the FASTeTEN workshop is FREE OF CHARGE, but delegates are asked to register via the ePractice website at http://www.epractice.eu/workshop/FASTeTEN. A full WORKSHOP AGENDA is also available on this website.
