FASTeTEN considers new pilot projectsThe FASTeTEN project is in discussion with two potential deployers of the FAST bundle of services, with a view to carrying out further pilot projects in addition to those that are already well advanced in the region of Valencia (Spain), and the city of Sheffield (United Kingdom). The potential additional pilots would take place in the city of Prato (Italy) and in the region of South Yorkshire (United Kingdom). Prato and South Yorkshire’s e@SY Connects organisation are both part of the FASTeTEN potential deployers group. Prato is a city of around 185,000 people in Tuscany. e@SY Connects works across the South Yorkshire region, with the objective of connecting local public services, such as employment advice services, online health information and medical appointments, and educational services. In Prato, the potential pilot deployment would relate to provision of electronic forms to citizens, and automatic completion, validation and timestamping of the forms. In particular, FAST could be used by the municipal authorities in Prato to help the back-office to quickly design electronic application forms, to pre-fill forms with existing data and thus save time for citizens or businesses, to identify the final user (dependent on privacy constraints laid down in Italian legislation), to timestamp the completed form and provide proof of submission, and to securely transmit the form to the right recipient in the administration. This use of FAST could provide Italian administrations with a powerful mechanism for implementing simple eGovernment applications in a number of areas. For e@SY Connects in South Yorkshire, FAST could make a contribution to efficiencies in two crucial areas: policing and health services. In the former case, FAST could be used for secure, validated communications between the police service and non-police organisations that contribute to community safety or emergency planning (such as Neighbourhood Watch organisations). In the case of health services, a secure bundle of services is also needed for communications between the health authorities, local authorities and voluntary and non-governmental organisations. In both cases, applications are needed which are capable of transferring potentially sensitive information in a secure way – in other words finding a way for ’protected organisations’ to deal with those outside the ’protected circle’. The potential deployments envisaged for South Yorkshire are both high profile in nature, with significant potential for replication across police and health authorities in the United Kingdom. The Prato pilot deployment would also have great potential for replicability. The FASTeTEN project continues to discuss these potential deployments with Prato and South Yorkshire. FASTeTEN is a project to deploy a bundle of services for secure electronic document exchange across Europe. The bundle of services, FAST – Fournisseur d’Accès Sécurisés Transactionnels (Secure Access Gateway) – has been successfully developed and piloted in France.
